18 proxies are under observation. Checks run from physical probes in three Russian macroregions over home broadband — not from a hosting provider, but from the same side the reader connects from. A proxy makes the list when it answered from at least one probe; regions and carriers are not shown separately.
MTProto is Telegram's own protocol. A proxy built on it carries Telegram traffic and nothing else: websites, YouTube and other apps will not go through it. It is set up with a single tg://proxy link inside the app, with no client to install — which is exactly how it differs from a VPN, which needs its own program and routes all of the device's traffic.
The tag on each row says what kind of link it is. MT is a classic MTProto proxy. WEB carries the same MTProto traffic through a WebView and a page that looks like an ordinary website from the outside; it needs an up-to-date Telegram client. SOCKS5 is a general-purpose proxy that Telegram can connect to natively, via a tg://socks link.
Public MTProto proxies do not live long: the address is blocked quickly, and the server is loaded down by other people's users. So the only useful answer to “which proxy works” is a measurement taken today, from inside Russia. Checks repeat every four hours over home broadband, and each entry in the list shows the time of its last successful check.
A proxy is simpler: nothing to install, and it leaves the rest of your traffic alone. A VPN is more reliable and covers every app at once, but it needs a client and runs into protocol-level blocking more often. Both are measured here the same way — from real probes inside Russia; the VPN tab shows the other half of the same picture.

Tapping a row opens the proxy link, and Telegram offers to connect. A long press copies the link, which you can paste under Settings → Data and Storage → Proxy.

Some MTProto proxies show a sponsored channel at the top of the chat list. That is a property of the proxy itself, not of our list: it cannot be switched off and does not affect how the proxy works.
